Support for the viaIR flag during contract verification

Need to add support for the viaIR flag when verifying smart contracts directly in explorer. Currently such contracts cannot be verified. Only through hardhat directly.

Hi, Nikolay! You can use standard-json verification method in order to verify contracts compiled with viaIR flag via UI.

Hi Rim Rakhimov. I can't do this for transparent upgradable proxy with few .sol files, unfortunately
